Rafik Minasyan, then the first secretary of the Kapan regional committee, told Nurijanyan that the bear was \u201ctoo free, it doesn&#8217;t say or suggest anything,\u201d and offered to hang the key from his mouth.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis will be the key to the treasures of our land.
