Facebook user Nerses Matinyan uploaded photos and video about cattle grazing in the territory of Qobayr monastic complex, which has caused a bustle. The latter is really impermissible. Unfortunately this kind of cases happen in monument territories sometimes and not always is it possible to solve the problem through fencing the territory.
The reservation, popularization and usage of monuments considered to be state property and not subject to expropriation is within the authority of “Protection service” NCSO and is implemented by NCSO’s employees of regional services according to defined plot. 15 employees are responsible for the reservation of around three thousand monuments in Lori. For the reservation of monuments local self-government bodies and residents are responsible equally.
Particularly, according to the law of RA about “The usage and reservation of historical and cultural monuments and historical environment”, state regional and local self-government bodies provide supervision over RA’s demands of law about the reservation and usage of monuments, take necessary measures for the reservation of the monuments in the region’s territory.
However, it’s a fact that in case of any negative occurrence, the only target of criticism becomes the body implementing monument reservation.
What concerns Qobayr, now reconstructing works are being implemented there. The employees of the regional service were in the territory of the monastic complex on September 18 and implemented sanitary cleanings once again.
The problem has been announced by the employees of the regional service for years. They had meetings with the community leaders and residents, warned them about the inadmissibility of taking the cattle to the monument territories. Appropriate writings have been sent to the leader of Tumanyan community and police department. The owners of the cattle have been fined, but the phenomenon has not disappeared.
Because of the absence of responsibility we will face such cases. The cattle will continue grazing in the territories of sanctuaries, unless their owners have realized that desecrating the house of God is profanity.
And we shouldn’t look for sinners as they are among us.
